In the City Park of Togliatti there is a sculpture which is impossible to pass untouched. The sculpture is called "Grieving Angel". This monument was established on 30 October 2006 to victims of political repressions of Soviet period. The author of the sculpture Igor Burmistrov did not live up to the end of memorial constructing. I.Prokopenko and V.Fomin, a co-author and co-designer of the project, completed the memorial. The 2.5-meter angel is cast in bronze. With an open book of Memory in the hands it makes an indelible impression.

"Ten years without the right for correspondence" was sentence that in the period from 1917 to 1956 was passed to 171 resident of the Stavropol Territory, and for all victims of political terror, the exact number of which no one will ever know. In reality no one of them was expected to be released. For children and relatives of the repressed and killed in the dungeons of the camps without even data on the burial site it is the only place where somebody can light a candle, lay flowers and pay tribute to their ancestors.

"Grieving Angel" sculpture is surrounded by granite slabs engraved with the names of the victims and an excerpt from the Declaration of Human Rights. Lights and benches are installed near the monument. Red and white roads tiled in three directions from the monument recalling the spilled blood and colors of Soviet political system.
